Has your car been crashed/bumped or had anything removed near wires?
We had a car in the garage recently with a similar problem, one of the fuses popped as soon as the ignition was turned on.
It turned out to be a trapped wire that had been sliced when a bpdyshop replaced the rear bumper after an acident which cut it and i guess it shorted out because of it.
Not saying this is 100% for your problem but i've seen it happen.
