It sounds like the jump-start has spiked the dash. It's too late for you now, but the recommendation is to turn on the car's side lights before disconnecting or reconnecting the battery, and I'd imagine the same applies to jump starting. Apparently it considerably reduces the chances of this fault occurring.
We've never had a definitive explanation as to the cause, but it seems likely that the configuration flash memory gets fried by the spike. Without the memory, the dash reverts to kilometers at power-on. Trying to re-program it doesn't make much difference, as it'll forget the new settings as soon as power is lost.
The dealer is right - you need a replacement panel. You could press
for a contribution based on the fact that this is a known weakness on the car, and an instrument panel should not be 'zapped' by something as simple as a jump-start, but I suspect you'd be wasting your time.
