Sounds like you may still have air in the system.
Did you bleed the brakes with the car level or with one end of the car on ramps/axle stands? Did you use an auto-bleed kit or did you have an assistant to pump the pedal while you loosened/tightened the bleed nipples? You say you refitted the old pads - are you referring to the front brakes only? (discs have pads and drum brakes have shoes) Did you put all the old pads and shoes back on again or just one pair?
