Yes, I would say those items you've mentioned that aren't there, should be.
I'm not 100% au fait with the gel, but I would reckon that the wheel should be off the ground and able to rotate. Logic would suggest that once the fluid has been added to the tyre, that it should then be spun to allow the gel to coat the inner side of the tread, before attempting to inflate.
Personally speaking, I couldn't be annoyed with all this hocus-pocus (which may not even work), and why I will always choose a car with a spare (full-size or spacesaver).
This job should never be complete - the day I think I've done it all, is the day I resign.
