The rear brakes cylinders could be seized or the self-adjusters to the shoes could be not working - there are other reasons apart form the loss of fluid for a poor brake pedal.

If the master cylinder was leaking I would expect it to drop under pressure even when the servo is empty.

It is also possible your model has a rear hydraulic load adjuster valve. If seized this will cause very poor brake response.

Before condemning the master cylinder is is vital you chack all other aspects of the braking system are in good order.
