You've lost me there.

People either decide to fill the tank (in which case they fuel-up until the tank is brimmed), or decide to put in a fixed monetary value (e.g. 20's worth or whatever would approximate to 1/2 a tank, etc).

They wouldn't normally want to fuel until the gauge reads a certain amount (unless it's a hire car being returned).
