yes thats about right, if you can keep it steady for a number of miles at 50-60 you should see it creep up to 35+ (if your lucky)
1.8 manual does 22ish urban and 35+ on cruising, (have had it upto 50ish mpg on steady long distance cruising)
If you only use the car for short journeys it'll never give the engine time to warm up so you'll always gonna see lower figures
