Cold air blowing in footwell

Cold air blowing in footwell
2007 Megane Sports Tourer 1.5dci
When the heating is set to high and the fan turned on ,hot air will blow out of the window and front vents but cold air will blow out of the footwell fents , even when the foot well vents are not turned on. Can anyone help with solving this problem.
Currently in Foodforthought's garage:

Hi not sure if its both footwells that are cold? I would check the pollen filter is not loose/not fitted correctly on the drivers side.
Currently in Meganeman's garage:
2006 Renault clio 1.5dci 86. 2001 Renault Clio 1.2 16v Dynamique. 2010 Renault clio 1.2 16v Sport.
