strangley enough I have a car comming in next week with the same problem, the first time I have seen this.
If you still havn't solved it by then I will let you know.
I assume you have had it working at some stage and its now gone broke?
My thoughts are leaning to the uch behind the glove box.
If that is the case I will program a used one up and replace it. Another garage has already had a look and ruled out the c/l motor but I will also doube check.

The UCH (Unite Centrale Habitacle) is an electronic control module that is fitted to many late model Renaults (early 2000's onwards.) It is responsible for controlling many of the non-engine related functions of the car, such as central locking, electric windows, and even some of the lights (e.g. indicators.)
A brand new UCH is supplied with a blank memory. This must be coded (using the Renault Clip computer) to match the serial number of the ECU and key/card before it will work with the car. The memory can only be written once, so a used UCH cannot be taken from a donor vehicle to be used in another unless the ECU and keyfobs/cards are also transferred.

bear with me on this (i dont knw the megane) but if there is a problem with the rear exterior switches on the boot of a laguna, they tend to fail if water has got in them, the switches are removable from outside, they have sprung clips, so can be levered down and out.
check for water inthem, reconnect the connector, test and refit if working.
used a load of wd40 to drive out the water in mine, worked ok for a while but rubber had gone slimy and perrished
(think previous owner had used mil-spec industrial solvent in past) so had to replace mine, working perfect now.
