When you turn on the ignition, Xenon headlights cycle through a self check by dipping fully down and then settling into the normal driving position. If a fault is detected the lights stay fully down to prevent glare.
Seeing as your light rise up I would guess that the system is ok but just needs adjusting. This is done in the same way as normal headlights; there are adjusting screws on top of lamp unit. To do this accurately a garage needs to use their equipment but this is a simple and cheap job. A lot of garages do it for free if they need doing on an MOT
