According to my haynes manual which covers clio 1.5 dci 2001 to 2004. The blower assembly in under the windscreen cowl panel. but the wiper arms etc might need taking of first.
It then has this written:-
Heater blower resistor
Note: The resistor is located in the blower
motor casing. It is switched into the circuit at
low and intermediate speeds. If it fails, one or
more speeds will not be operative.
Removal
Disconnect the multi-plug wiring
connector and two pin wiring connector from
the blower assembly.
Remove the retaining bolt, release the clip
and withdraw the resistor from the heater
housing.

It might be best to get a haynes manual to do this. They do come in usefull.
Good Luck

Hi Chris, the link in the above message no longer seems to work. Does anyone know where to buy a replacement resistor pack at a nice low price?

Cheers! si
