Not so.
The proposals (and they are only proposals, although if we leave the EU we'll have no vote on their adoption) include a kickdown override for overtaking.

That was something that I understood was okay from way back when I took my test.
But I have never found anything in legislation that supports it.
And damn sure a camera will not care when it flashes.

Bl33ding nanny state legislation....feck them, I'm sticking with cars without the doodahs.
We had the best of it in the 70s and 80s
Fairly reliable motors, easy to work on, no fancy lectronic gizmos, no cameras, just the open road and hammer down.

If we leave the EU we don't need to adopt them either.
