I have just bought an 02 Leguna Espression 1.9 dCi from auction so I expect a few problems!
My main problem is that the keycard (the other needs to be replaced due to switch damage) will lock all doors etc, but it will not open anything. The lights flash and there is an'unlocking' sound, but nothing will open. The emergency key works and the central locking switch will then open everything.
Different garages are saying different things so I am afraid of getting ripped off. Any thoughts on this will be much appreciated.

Sounds very much like you've two duff keycards.

Do you think sending one card to Keyrepair.co.uk will help or is it more complicated? (and are they a safe site - have seen them mentioned on other forums here).

I and many other members of the forum have used Gary at Keycard Repair with good success and no complaints. Give him an email and see what he says.
