Speaking from experience with a car just wondering how you are bleeding the brakes? As with the two man on/off pumping the pedal it maybe an airlock that it just moving back and forth usually along the longer length pipes to the back of a vehicle which is likely to have happened with the total loss of the fluid. Have you tried using something like a Gunsons One Man Eezibleed Kit where the fluid is pushed through via air pressure from a tyre connected to the reservoir? Garages with air compressors are likely to have a brake bleed vacuum kit which connects at the brake nipple end which creates a vacuum and pulls the fluid through the system.
