hit a bump in the road doing 30mph, steering wheel is out of alignment. What might be the problem

The bump has probably knocked the wheel allignment / tracking out. You just need to go and get the wheel alignment adjusted. Worse case scenario if you've got a bent wishbone or the like but thats unlikely.

You could probably claim off the local council. But you'll need to take photo's / gather evidence for that.
