I have just bought a brand new steering wheel for Renault Megane. The old one has airbag, and the new one a space for it etc. Am I 'allowed' to change my own steering wheel where an airbag is involved??

No reason why not - as long as you know what you are doing and are careful.
When you reconnect the airbag - open the drivers side window, get out of the car and close the door - turn the ignition on by leaning in through window - that way if anything isn't quite right and the air bag goes off you wont be sitting int he front seat when it goes off.
