Possible Inlet Throttle Valve, which I think is a posh way of saying Throttle Body. I'm not sure if it's a circuit issue or an issue with the expected result of a test or reading. Do you have the full error description that should have come with the code?

If not, check the wiring to the throttle body, I would expect other issues if it's unplugged, but there might be a wire that looks like it's cracked or something.

If wires ok, take intake pipe off, check the motion of the butterfly valve inside. Be careful with the valve, have a feel see if it's loose this might be enough to cause an odd reading. Is it dirty? Clean it, might need to take it off to do the other side. If it's gunked up it might be restricting the movement. Start it up and look at it while pressing the accelerator, so it moves freely.

Before you do anything else replacing the throttle body we need to confirm that code description.
 
Ok, well it definitely thinks there is a circuit issue rather than a mechnical issue. So start with the wiring make sure nothing is chaffed and rubbing against an earth. You want to check as far along as you can back to the ECU really which could be a pain in the blow off valve for you, but it's free at least.

Has anyone pressure washed under the bonnet recently? If so, you could try and look inside the throttle body where the circuit is. I don't know how accessible it is or visible things are inside the throttle body on your motor but it's plausible there could be some standing water in there or something simple if there's a reason a lot of water might have been around there recently. Again, it's free, but becare in there, make sure it's unplugged and don't be rough with anything in there, if you see any damp - Hair Dryer/Heat Gun

Worst case it could mean the electronics inside the throttle body have shorted, which might mean a new/second handle throttle body but you can check the free stuff yourself first and go from there.

The throttle flap does not react on anything, it twitches a bit when starting engine and then nothing else. But it doesnt close it just stays open no stop. Should a throttle be shut when car is off? Thanks
There should be some movement in it for sure. I beleive it should close or almost close when the engine is turned off. If you've watched it from engine dead, to engine running, to engine dead again and it didn't move then I would say that's an issue.

They do break eventually, unfortuantely.
 
Before you replace it, you should at least make sure the wires that plug into it are not chaffed and rubbing against something metal. Forget that it's electronics, just follow the black bundle of wires from the throttle body and look at where they are clipped on to things on the engine to keep them tidy, where they run close to something they might chaff and wear through the insulation on the outside of the wire. Which you check with out and testers or taking things apart.

The error said it was short to earth, which could mean the throttle body is shot but it could also mean that one of the wires is touching something metal on or around the engine some where. You'll kick yourself if you get another throttle body and it has the same issue and it turns out to be something like this.
