With a fail for the same reason every year, I think the garage is trying to tell you something. You need to replace them. It has to be cheaper than half-a-dozen retests. Cleaning them every year before the tests just means you have poorly-performing lights for the rest of the year.
This seems to be a matter of luck-ours are still like new.
