Drill a hole, rub the paint down to metal, and use a self tapping screw in it, thats what ive done, its fine, you can then put the earth where ever you need to then
Call me Mr Health & Safety gone mad but it's that's not really sound advice Dan because :-
a.) You may drill through into either a wiring loom or worse still a fuel line.
b.) The earth would be a little bit insecure over time leading to possible sparking and or equipment failure.
If your going to approach earthing in this way make sure this is an internal panel as you do not want to drill the body work leavig the possibilty of water ingress from the road and rust. Using a "star washer" under a screw may be a better idea as it will bite into the metal and avoid the need to sand away a larger area of paint. Surface rust will develop very quickly on bare metal you know. Sorry Dan I hate to sound like a bloody know it all and I only say all this because I made the short cut mistakes before in my youth.
1992 My mini boot catches fire whilst sat in traffic on the north circular - Inside mini boot is large petrol tank - Insurance paid out for the car but not the audio equipment.. I used the screw into the bodywork method of earthing amps which led to the fire.
