A strap connected to the hole directly will foul on the bumper when being towed and probably break the bumper. Not a good idea.

To be safe the towing eye needs to extend through the bumper to avoid any damage.

And a rigid tow cannot be used with a strap so why block the hole and make it difficult to fit a proper towing eye?

Measuring the bolt with the ruler under the bolt it is definitely a 16 mm bolt.

Bit higher then chocolate.

Which isn't all bad, lower grade bolts when shock loaded, as with a tow strap, tend to bend, higher can snap.

For an M16 equates to about 6 tonnes before it starts to stretch beyond yield point
About 4 tonnes if shear loaded.
