My clio failed MOT today on a worn track rod end O/S, I've got the ball joint out from the hub and loosened the locking nut but the TRE wont budge, this might sound stupid but what direction does it turn I've been trying to loosen it anti clock wise, is this the right direction. any help would be much appreciated

The actual Rod End is a ball joint Phil.
And yes, Ball Joint is another suspension part entirely.

@OP Mole grips on the Rod into the Rack, turn TRE anti clock.
Count the turns to remove so when you put the new one on you can set to same (almost) position.
You will need tracking check and set.

There is usually a flat side on the trackrod. As said before, a good pair of mole grips should hold, failing that refit the trackrod end to the ball joint end and then loosen the locking nut. If its the track rod end that will not undo and if mole grips won't hold, then you may need to apply a bit of heat to the track rod end to get it to expand enough to loosen. If all else fails, then use a cutting tool to cut through the track rod end (be careful not to cut too deep) so that again the trackrod end is able to loosen. Plenty of WD40 will help.

Mole grips as you have found, are a waste of time.
What you really need is some Stillsons. NOT a monkey wrench (pipe grips) either.
Stillsons bite harder into the metal, the more pressure you apply. I'm surprised none of the experts mentioned them.
Other tricks to try:-
Using two hammers, one from each side simultaneously, batter the TRE shaft. This will "stretch" the hole larger.
Wasaloadie is right, but I would make my "incision" in a V with a grinderette, Get it hot & fill with Plus Gas.
